Board of Directors 2026
The Hillsboro Community Foundation is governed by a Board of Directors who are personally committed to enhancing the community and have given their time and resources to strengthen the place where we live and work.
Armando Jimenez
Board President
Armando Jimenez grew up in Hillsboro with his three brothers and has lived there since with his wife and two kids. He completed his undergraduate degree at Portland State University and his Master of Public Health Practices at Oregon Health & Science University. He currently works at his alma mater as the Director of Language Services.
After completing his graduate program in the spring of 2020, Armando joined the effort to confront the COVID-19 pandemic at the Hillsboro Stadium Vaccination Center. Here he witnessed how crucial it was to have equitable and understandable communication for communities with limited English proficiency. This experience has continued to impact the work that he does today with OHSU.
He is the current Chair of the Scholarship Committee for Hillsboro Community Foundation, and along with his involvement with HCF, Armando currently serves on the board of the Oregon Public Health Association and is the Chair of the Board of Directors for Centro Cultural de Washington County.
Margaret Garza
Secretary
Margaret Garza was raised in Hillsboro, Oregon, where she graduated from Hilhi in 1977 and later earned dual BAs in Business Administration and Spanish Literature from Lewis & Clark College. From a young age, she worked with her family in local fields, instilling in her a lifelong commitment to community and service.
Her career began at the Washington County Education Service District and Hillsboro Police Department, where she advocated for hiring bilingual and female officers and supported translation services. She later spent 15 years in business consulting, assisting small and medium-sized businesses statewide by coordinating with state agencies, banks, and legislators.
In 1996, Margaret became Marketing Director, and later Executive Director of the Washington County Fair Complex, making history as the first Mexican American to lead the largest fair in Oregon. She joined the County Assessor’s Office in 2001, improving departmental operations, championing inclusive hiring, and playing a key role in establishing Washington County’s Equity, Diversity & Inclusion policy. She ultimately served as County Assessor and Clerk, another historic first for Oregon.
Margaret is the daughter of founding families of Centro Cultural de Washington County and Virginia Garcia Health Center & Foundation, two nonprofits that have served the region for over 50 years. Her board service includes St. Alexander’s, St. Anthony’s, Hillsboro Chamber, Hillsboro Rotary, Tuality Hospital, and multiple fair associations.
She and her husband, Armando Aranda, recently retired in Cornelius, where they continue to support their community. They have three children: Joshua, Ana, and Marina.
Jerry Willey
Treasurer
Commissioner Jerry Willy represents District 4, which encompasses most of Hillsboro and a large portion of rural Washington County including the cities of Banks, North Plains, Forest Grove, Cornelius and Gaston.
Comm. Willey is also a veteran, having served four years in the US Navy and a tour in Vietnam. After graduating from Washington State University with a degree in business and accounting, he worked for 33 years as a CPA and partner in the firm of Jones & Roth, CPAs retiring in 2010.
First elected to public office as a Hillsboro City Councilor in 1992, Comm. Willey served for five years and was recognized by the Hillsboro Chamber of Commerce with their 1997 Citizen of the Year Award on his departure. In 2009, he was elected as the Hillsboro Mayor and served both terms (eight years) and received the Mayors Leadership Award from the Oregon Mayors Association in 2015, a special merit award from the Hillsboro Chamber in 2016, and the James C. Richards Memorial Award from the League of Oregon Cities in 2016. He then successfully ran for the Washington County Board of Commissioners District 4 seat in 2018, and was re-elected in 2022.
Funda E. Kelsay
Immediate Past-President
Funda Kelsay brings a unique combination of global perspective and deep local commitment to her role as President of the Hillsboro Community Foundation (HCF) Board of Directors. A longtime Hillsboro resident, she is the Principal of Premier Jets, a 40+ year-old aviation company specializing in worldwide air medical transportation, which she owns and operates with her husband, Roger, a retired U.S. Air Force fighter pilot and sixth-generation Oregonian.
Originally from Ankara, Türkiye, Funda graduated from Hacettepe University and later completed her MBA in Portland, Oregon, with a focus on transformational leadership and nonprofit work. She and Roger have made their home in Helvetia for more than 25 years, where they raised their two children alongside a pack of Labrador retrievers. Funda is also a licensed FAA private pilot, a motorcyclist, a member of two book clubs, and fluent in three languages.
Funda’s dedication to community service runs deep in Hillsboro’s civic life. She joined the HCF Board in 2013 and became President in January 2025. Before her time with HCF, she spent 23 years with the Hillsboro Rotary Club, serving on the board, becoming the club’s youngest president, and later chairing the Hillsboro Rotary Foundation Board.
Funda’s leadership is grounded in integrity, vision, and a strong connection to her community. Through her professional and volunteer work, Funda embodies HCF’s core values of service, stewardship, and a commitment to making a meaningful difference in Hillsboro.
Steve Callaway
Director
Steve has lived in Hillsboro since 1996. He and his wife Joan have two children who are products of the Hillsboro School District and both of whom still reside in Washington County.
Steve graduated from Oroville High School in Northern California and obtained his undergraduate degree from Point Loma Nazarene University in San Diego. Steve completed his master’s degree at Lewis and Clark College in Portland. He is a retired Hillsboro School District principal. Prior to coming to Hillsboro, Steve taught for 11 years in the Oregon City School District and worked as a vice principal in the Banks School District for 5 years.
Steve was first elected to the Hillsboro City Council in November 2010 and re-elected in November 2014. He served as the mayor of Hillsboro for eight years, from 2016 until 2025. Prior to joining the Council, Steve served on the Budget Committee, the Planning Commission, and as Chair of the Hillsboro 2020 Vision Implementation Committee.
Steve has volunteered for the Jackson Bottom Wetlands Preserve Board, the Library Foundation, the Oregon International Air Show, the Hillsboro Boys Baseball Association (HBBA), the Boys and Girls Club, the 53rd Avenue Park Task Force, and the Hillsboro Schools Foundation.
Along with Hillsboro Community Foundation, Steve currently serves on the boards of Community Action, the Westside Economic Alliance, Greater Portland, Inc., the League of Oregon Cities, and the Oregon Mayors Association, where he is also incoming President. Steve also serves on the Metro Policy Advisory Committee, and the Transportation and Infrastructure Committee of the National League of Cities.
Bob Grover
Director
Bob, a lifelong Oregonian, graduated from Oregon State University in 1983 and started his landscape career. After 17 years working for working in the industry, Bob started Pacific Landscape Management in 2001 and has grown it to serve properties throughout Western Oregon and Washington with over 500 employees. Bob is a firm believer in the value of community and industry association membership and involvement. He is past chair of the Oregon Landscape Contractors Association, National Association of Landscape Professionals, and Hillsboro Chamber of Commerce. Along with HFC, he is currently on the boards of the OSU Foundation, Providence Cancer Center, and Revitalize Portland Coalition.
Bob joined the Hillsboro Community Foundation Board in 2023. Prior to serving on the board, Bob has donated to several projects through HCF and in 2018 started a scholarship fund through HCF for first-generation children of his employees at Pacific Landscape Management. An immigrant employee approached him asking about assistance for his daughter who wanted to go to college and that inspired him to support his employees. Over the past 8 years he has provided 30 annual scholarships and so far has helped 10 awardees graduate. He also started a fund to support efforts to support the Helping Hands Re-entry and Outreach Centers develop a homeless recovery center in Washington County. Bob hopes to inspire others to consider utilizing HCF to create scholarship programs or other charitable work in Washington County.
Dr. Lyn Jacobs
Director
Lyn Jacobs came to Oregon in 1998 to fulfill her National Health Service Corps Scholarship through working at Virginia Garcia Memorial Health Center. She planned to stay for 3 years and stayed here because of the mission of Virginia Garcia, her amazing colleagues and truly inspirational patients. Their stories and experiences continue to motivate her to provide the best primary care she can. She has delivered over 1,500 babies, most of them right here in Washington County. Helping families grow and thrive throughout their lifespan is a highlight of her family medical practice.
She met her husband, Juvencio, in 1988 when she served as a Peace Corps volunteer in Juvencio’s homeland of Honduras. After getting married in a rural village, they returned to the United States, where Lyn pursued her dream of becoming a family doctor and Juvencio continued his education in horticulture. Lyn and Juvencio moved all over the country during her medical training and had each of their three children in different states. They finally settled in unincorporated Washington County Oregon. In addition to being a family physician, Lyn and her husband manage La Finquita del Buho, translated to “The Little Farm of the Owl” in Hillsboro. Their Community Supported Agriculture (CSA) farm was established in 2000. They grow sustainably without pesticides or fertilizers for over 100 families. On Saturdays you can find Lyn at the Beaverton Farmers Market where she sells with her other business partner Polly. They sell vegetable and flower starts, cut flowers and dried flower wreaths.
In her spare time Lyn enjoys spending time with family, cooking food from all over the globe, making pottery and tending her quarter acre of flowers.
Fred Johnson
Director
Fred retired from his position as Premier Community Bank’s Executive Vice President and Chief Credit Officer in 2019 following a 41-year career in banking. He is a former member of the Hillsboro Rotary Club, served on the Hillsboro Rotary Foundation board, and served on Community Action Organization’s finance committee for more than 25 years.
Fred has lived in the Hillsboro community almost all his life. Fred’s spirit of service comes naturally as the son of Grant T. Johnson, a longtime leader in Hillsboro and early champion of the Hillsboro Community Foundation and the arts in Hillsboro.
Early on, Fred recognized the quality of the Foundation’s leadership and work. From park development to enhancing the arts to scholarship opportunities and so much more, Fred wanted to be part of this organization that makes Hillsboro a better place to live.
Fred has been a board member of the Hillsboro Community Foundation since 2001, has twice served as its president, and has been involved in all sponsored projects.
Fred views the Foundation’s primary role to be to help donors imagine, identify, contribute towards, and achieve their charitable intentions.
Fred is married to Letha A. Johnson, and together, they have three children, Stacy, Kevin, and Mackenzie, as well as four awesome grandchildren. Between Fred and Letha and their three children, they have graduated from all four Hillsboro high schools.
Matthew McKean
Director
Matthew McKean is an attorney who has practiced in Hillsboro for the past two decades. He serves as the managing partner of McKean & Knaupp Attorneys, where his practice areas include Estate Planning and Administration, Small Business Law, and Real Estate Law.
Mr. McKean has previously been a member of the Oregon State Bar Board of Governors. He has also served on the boards of the Oregon State Bar Association’s Disciplinary Board, the Washington County Bar Association (including a term as president), and the Washington County Law Library Advisory Committee. Additionally, he has contributed to the Unlawful Practice of Law Committee of the Oregon State Bar, the Tualatin Hills Park District’s Parks Bond Citizen Oversight Committee, and has chaired the Washington County Aging & Veteran Services Advisory Council.
Jerralynn Ness
Director
Jerralynn Ness is the former Executive Director of Community Action, a private, non-profit organization that addresses poverty in Washington County. Keenly aware of the important role private philanthropy plays in addressing community needs, she joined the HCF Board of Directors in 2003 with a strong belief in the foundation’s mission.
Motivated by her desire to help ensure HCF’s success and her belief that highly functioning organizations are governed well, she has chaired the Governance Committee during her tenure. As an ambassador for HCFs efforts to promote philanthropy, Jerralynn helped increase the Board’s knowledge of emerging health and human service needs and local non-profit organizations addressing these needs.
Throughout her career, Jerralynn has been recognized for her leadership roles in Washington County. She was a recipient of the “Emma C. McKinney Lifetime Achievement Award” from the then Hillsboro Chamber of Commerce, the “Heart of Washington County” honor from the Washington County Museum, was distinguished as a “Woman of Achievement” by the Oregon Commission for Women and was featured in a book titled “Redefining Success: Women’s Unique Paths”, written in 1995 by Nancy Johnson.
Jerralynn is married to Kent “Bernie” Thurber, a retired partner with the Davis Wright Tremaine law firm who spent the first half of his legal career working for Oregon Legal Services.
Mary Ordal
Past-President
Mary has been a Hillsboro resident since 1990 and has been involved in many of the Hillsboro Community Foundation’s projects over the years through her former position as a Project Manager with the Hillsboro Parks and Recreation Department. She was inspired by the Foundation’s outreach and grassroots fundraising efforts that lead to the acquisition and preservation of Noble Woods for future generations. The Foundation gave the community a voice, the opportunity and empowerment in saving this key natural area when others said it couldn’t be done.
Mary is generous with her time as a volunteer and has been involved in many community and civic organizations. She is on the board and former president of the Library Foundation of Hillsboro and helped with the capital campaigns for the new Main Library and renovation of Shute Park Library as well as the endowment and annual giving. As co-chair of the Sister City Association of Hillsboro, Mary helped to strengthen relationships between Hillsboro and its Sister City of Fukuroi, Japan, including leading student tour groups and hosting guests from Japan. She has been involved in the Hillsboro 2020 Vision and is past chairman of the Oregon Outdoor Recreation Commission.
Mary joined the board of directors in 2007 at the invitation of then President Rick Van Beveren and currently serves as Secretary to the Board. Now retired, she is a frequent volunteer and continues to advocate for community projects.
Mary and husband, Joe Grillo, are passionate about enhancing the quality of life in Hillsboro.
Jeff Van Raden
Director
Jeff was born in Portland, and his family spent his early childhood in the St. John’s area. In 1960 his family moved to West Union where he attended West Union Grade School, Brown Jr. High School and Hillsboro High School. He completed his high school diploma through Portland Community College (PCC) and received an Associate Degree in Mechanical Engineering from PCC in 1977 and a B.S. in mechanical engineering from the University of Portland in 1981.
After college, Jeff worked as a Project Engineer with Cal-Pacific Drilling Company in Ventura, CA, before returning to Portland and working at Bird & Son Roofing Company. He joined Columbia Industries— the family-owned business in Hillsboro for over 40 years— in 1985 as a welder before moving into sales. In 1996 Jeff was elected to the Board of Directors, in 2000 became Marketing Director, and in 2011 became President, C.E.O. and Co-Chairman of the Board of Directors.
Jeff has a deep-rooted sense of community and has served as a board member and Board President (2013-15) of the Hillsboro Community Foundation since 2005. He also served on the boards of the Washington County Chamber of Commerce and the PCC Foundation, serving as Board President in 2012. In 2012, Jeff was honored with the PCC Diamond Alumni Award in recognition of his professional achievements and commitment to the College.
In 1976, Jeff met his wife, Kathy. Their mutual love of horses, sailing, Labrador dogs and children lead to their elopement on Valentine’s Day in 1982. They have two daughters, Michelle and Jamie, and six grandchildren.
Veronica Vazquez
Director
Vázquez has over 2 decades of experience as a leading community voice working in both the non-profit and private sector. She is the founder and CEO of ICG Innovare Communication Group, LLC, a communication and media company targeting communities in both English/Spanish. The company is focused intently in collaboration with the community it serves. Its purpose is to enrich its audience and offer both developmental and creative ideas needed for individuals, families and businesses to succeed in whichever endeavor they decide on. ICG was Awarded as the Business of the Year in 2022 by the Washington County Chamber of Commerce. One of Veronica’s most proud achievements is when she was recognized as the Executive Producer and host of Elemento Latino, an independent, Spanish-language television program, that airs on social media platforms and Telemundo Portland. With this platform, she feels her reach has become wider and more important. As a collaborator for Telemundo Portland, Veronica can bring news and entertainment to the Spanish-speaking community in Oregon and SW Washington.
